As early as January of this year, NRA-ILA became aware of rumors

of pending raids by the federal government on citizen militia

units.  The rumors, circulated through various computer networks,

indicated that raids were to take place March 25, 1995.



NRA-ILA began gathering all available information on the rumored

raids and initiated several quiet attempts to either confirm or

disprove the rumors.  These attempts included correspondence with

key U.S. Senators and Representatives asking for their assistance

in investigating the rumors and a direct request to BATF on

February 23, 1995.



In short, both the NRA and elected representatives gave federal

agencies ample time to squelch rumor or confirm that valid law

enforcement actions against criminal activity precluded further

comment.  To date, there has been no response from either the

Justice Department or the Treasury Department (BATF) to repeated

inquiries.



NRA is at the vanguard of national citizen organizations calling

for swift enforcement of laws against criminal activity.  NRA is

also active in calling for a thorough review of the use of

excessive force on the part of certain federal agencies.  



The NRA has not been involved in the formation of any citizen

militia units, and NRA neither encourages nor discourages

participation in citizen militia organizations.  The Second

Amendment guarantees an individual's right to arms; participation

in a citizen militia organization does not make that right more

valid nor any stronger.



Following please find a letter from Congressman Steve Stockman to

U.S. Attorney General Janet Reno requesting an immediate response

on this issue.  Also attached is the February 23 letter from Tom

Wyld, Director, NRA-ILA Public Relations & Communications, to the

Chief of Public Affairs for the Bureau of Alcohol, Tobacco and

Firearms.

Dear Attorney General Reno:



     It has come to my attention through a number of reliable

sources that an impending raid, by several Federal agencies,

against the "citizen's militias" groups, is scheduled for March 25

or 26 at 4:00 A.M. A paramilitary style attack against Americans

who pose no risk to others, even if violations of criminal law

might be imputed to them, would run the risk of an irreparable

breach between the Federal government and the public, especially if

it turned out to be an ill considered, poorly planned, but bloody

fiasco like Waco.



     While information is scarce, it is known that Joint Task Force

Six, with headquarters at Fort Bliss, Texas, is co-ordinating the

military training, including the use of tanks and other armored

vehicles, for certain Federal Law Enforcement agencies in possible

violation of the Posse Comitatus Law, 18 U.S.C. 1385.  Any possible

impending military action against American citizens might be

forestalled by, among other things, simply asking for a complete

explanation of all training activities of JTF-6 for the last three

years, including the individuals, agencies, who authorized the

training, what military equipment was used, what apparent purpose

was served by the training, and copies of all legal opinions as to

the legality of such training.

Dear Ms. McCarron:



I appreciated the good lines of communication we established during

the media hysterics concerning "Black Rhino," and I was hoping that

I could rely on those same lines of communication again.



The "INTERNET" and other forms of electronic communication are rife

with rumors about cancellation of leave of agents of the Bureau of

Alcohol, Tobacco and Firearms, special training and/or planning

relating to some sort of coordinated action against so-called

citizen militia groups.  The dates one hears for this alleged

action range from "late March" to specific dates of March 24

through March 27.  Most recently, an NRA member called to alert us

that a talk show host on KTSA, a popular radio station in San

Antonio, yesterday predicted that a raid or raids would occur March

24th.



I would appreciate any information you can provide in commenting on

these rumors.  Hopefully, what we have here is another "Black

Rhino" -- another fiction.  It may also be advisable to offer

comment to KTSA directly.



We would appreciate a letter in response, so that we can make this
